Executive Order 14224 did not require federal agencies to stop providing services or content in languages other than English, which the U.S. General Services Administration (GSA) explained in this December 2025 guide.
The Order also did not change existing language access obligations under Title VI of the Civil Rights Act of 1964 and other nondiscrimination laws, as the Department of Justice told recipients of federal funds in April 2025.
While confusion followed a July 2025 Department of Justice memo to federal agencies, leading some agencies to remove translated content, that memo did not have the legal authority to change any requirements that apply to state or local governments and entities.
